I KNOW THAT THE ANTEC VP 700P is a budget PSU but can it YES or NO handle this rig without any problem???

Yes it can handle the rig , plenty of power.

Absolutely, that GPU only needs one 6 pin (75W) plus one 8 pin (150W) PEG connectors and the PSU provides 636W on two 12V rails.
