"Anti-Overclock" problem with RX 580. Windows wont boot.

I have a RX 580 8GB from Gigabyte. I very stupidly took the voltage on MSIA, to like the lowest you can get it, and aplied, it instantly crashed as expected, and now Windows wont boot. I wont even get a Windows logo, just the MB logo and the Windows 10 repair screen. I dont know what to do, how to reset the voltage or anything. I have tried booting in safe mode but it just shows me a black screen and then the same error screen of solve problems, etc. Please help me and thanks in advanced.

Sigh, you were hasty.:/ Patience is a virtue. You could have fixed it by using any of these methods:

1. Using motherboard video port to bypass your GPU to delete the MSI AB.
2. Using restore point inside recovery options.
3. Trying safe mode correctly then deleting the MSI AB.
4. Connecting your HDD to another PC and deleting the MSI AB.
5. Booting windows with another HDD/SSD on your PC to delete MSI AB.
6. Booting a Linux or something similar with USB stick to do the same.
7. Formatting the drive the windows was on, instead of formatting the whole HDD.

I do let it run, the one that goes back to the black screen with the MB brand and just loeads and says, trying to realize repairs [rough translation from spanish]. and it just goes back to the Windows repair screen that gives me the option to shut it off or advanced options. I does say, Registry file: C:\Windows\System32\Logfiles\Srt\SrtTrail.txt, which I guess is the log for the error. Btw, I appreciate the willingness to help.

I have a i5 8400
16 gb RAM
RX 580 Gigabyte 8gb
Asrock B360m pro4
2 TB of SATA HDD Seagate
32 gb of Intel Optane Memory

Im not sure what you mean by this, but I have options like, reset system, repair startup, go back to the previous vertion, Uefi firmware setup, etc. I dont know if that is what you were asking. Thank you for the interest! I appreciate it.
