Anti-Static when building a computer

Hey,
Soon I will be building my computer and the parts should be here soon however I heard that static is a problem and I must ground myself. Literally everywhere in my house has carpet so I can't build on tiles or wood. I was thinking of using a boot liner? Haha it sounds strange but it was just lying around and it had me thinking. It is out of a mercades and it is foam. Do you think that it will stop some of the static from the carpet? and will touching the metal part of the case be enough to stop any static discharge?

Why are you assembling it on the floor? Don't you have a table? Touching the case only works if it has a PSU installed and is hooked up to a power socket.
