anti surge problem

Sir can you help me , when i turn on my pc its gonana turn on then off then on after that the anti surge post will show up from asus, i searched from internet and i do not understand whats the right thing to do whats the cause of this others says that i just disable it on bios thanks for helping.

Please don't advise people to check the mains voltage with a multimeter unless they know what they are doing! I've seen too many numpties over the years jam the two probes into the live and neutral of the wall socket or into the end of the IEC cable and wonder why there is a bright flash, a loud bang and some melted probe leads or the fuse box trips out. Only work with mains if you know what to look for and how to test for it.
It clearly means something is going wrong in your PC with power.

1. Check with new and branded Power supply.
2. Check your mains voltage with multi meter. If it changes +30 or -30 rapidly. Means problem with mains.
3.may be your motherboard is damaged due to static electricity (chances less than 5%)

4.try to earth your PC.
