Anti surge problems!

Often I am on my PC and it suddenly restarts. When it boots back up it said it saved me from a power surge. This really scares me now because it has happened 2 or 3 times in a day and I love my PC which has some very expensive gear in it. What is this anti surge and can it damage my PC. I am really poor ( My PC was a gift) so I can't afford a new power supply.
