Ok two big problems. You're going to need a high end cpu cooler and a case with better ventilation for the graphics card. Otherwise that expensive 9900k will constantly throttle thermally.

You can go with a larger capacity SATAIII M.2 solidstate drive for the same amount of money, if all you're doing is gaming. Keep the NVME if you are into content creation.
You generally won't need more than 16gb of system memory, unless you are the rare exception and difference in price can be allocated to the better CPU cooler. I doubt you'll find a new GTX 1080TI. If you do, they're likely going to be the same price. However if you find a great deal on a 1080 TI, go for it.

There's headroom in the budget for when the EVGA 2080/ASUS ROG Strix 2080's are released if you can hold out. Or you can purchase a 860 evo m.2 2tb if you like more SSD storage.
The reason that 32gb kit is only $60 more is because the timings are slower. If you multitask like crazy and will definitely use 32gb of system memory, go for your origional LPX kit because that's a great price.

Price to performance, i'd definately choose the RTX 2080TI over the 9900k. You are only getting 2 additional cores and 4 additional threads for an additional $169.01, not including the cpu cooler price difference.
 
It depends on how much money is of an object to you. If you can upgrade $1200 RTX 2080TI's often, then i'd suggest 4k.
However if you expect your 2080 TI to last for 3-5 years, then I suggest 1440p/1440p Ultrawide. The upgrade path for 4k is going to be very frequent as opposed to 1440p. This would be my suggestion, which is a good middle-ground between 1440p & 4k resultion:
