If it helps, TH did a comparison of ASRock's Phantom Gaming X GPUs against each other (560, 570, 580). That's here: https://www.tomshardware.com/news/asrock-launches-custom-radeon-graphics-cards,36770.html

There's a separate, individual review of their 580 8GB and TH gave it a 3.5/5, calling it "A solid rookie effort". Seems like their main gripe was on the cooling solution as the fans have to work hard to keep the card cool and the heatsink was wanting.

They have since added the Phantom Gaming D (580 only) to their product line but I've not seen any reviews on it anywhere.
ASRock IS well known, just not for graphics cards. They are up there with ASUS when it comes to motherboards. Since ASRock has only been making graphics cards since about the past few months, it's probably hard to say. Searching for and reading reviews of the specific model should tell you much about build quality and performance though.

Personally, I like that ASRock is making cards now, but I think it will take a while before they get the process down to where they can actually offer products in line with what these others, who've mostly been doing it for a very long time, can offer.

Other than that, I wouldn't have much reservation about one of their cards as everything else they do is done well.
