What I currently have:
HDD 1: 2 TB Seagate Barracuda 7200 RPM
HDD 2: 500 GB Seagate 5900 RPM
RAM: HyperX FURY Blue 4GB @ 1866 Mhz
GPU: MSI GTX 650 2GB GDDR5 OC
-I got these second hand items from my uncle.

What I need? PSU (80+ True Rated), MOBO, CPU and a CASE (with good airflow if possible and allows a good cable management).

BUDGET: I want a 15,000 pesos and 20,000 pesos build, the BEST BANG for the BUCK!

I will use it for Gaming, Video Editing & Rendering and Streaming/Watching Anime.

That's priced around ~PHP31000 already. Granted our available hardware here is at least one step late, most of the items listed in the budget system can be found in Gilmore.

What is the difference between an i5-4690K and an i5-4460 except for overclocking and better TIM? Can you give me a better explanation because I am kinda attracted to the TIM and overclocking in the future and how much do I gain from overclocking or is it worth it (buying CPU coolers and stuff?)

For me, there's this future proofing that revolves around just buying cheap/pricey enough, so that when the next big thing (broadwell/ddr4) comes around and the tech has stabilized, I can resell (olx/sulit) the stuff and add it for the next purchase.

Also, the asrock wont/has limited OC, so if you really wanna OC you'll have to get a z#7 mobo

Then there's your traditional future proofing where you follow tech developments, see what will be supported next gen, etc. You buy the mobo with all the C-type, PCI-E M.2, broadwell compatible, ddr4 usable, etc. hoping that it will still be of service in the coming years.

There's risk in both methods: standards improve, the resell value might be too low, new tech improvements are mediocre, etc. Anyway, that was grossly off topic. i5-4690K vs i5-4460!

Off the bat, its gonna be easier to resell the 4690k

The differences aren't that much, (btw, the 4690k is around ~10k, 4460 is 8.5k) Uncle Tom's discussions and recommendations also reflect this.

Frankly, if you still had that extra money for the 4690k, i'd rather get a 120gb SSD for the loading speeds and a subtle increase in frame smoothness in gaming. The 4460 will also run fine with the stock cooler, so no additional purchases would be necessary.

If you really want to get the 4690k though (im not sure if there are stocks however.. like how dynaquest says its i5-4690k but looking at the actual listing its just a regular i5-4690!;read fine prints!) you can run with just 4gb (for now), a stable modular psu and a better OCing mobo.

BTW, you have a display already right?

I already have a display, 1080p, good enough for me. Is it okay to get an i5-4570 and Z97 Motherboard for future upgrades? I'll get the i5-4570 second-hand for 6,000 pesos from a cousin. So, it will be i5-4570 (6,000) + 5k Z97 Motherboard = 11,000.00 Did I saved alot from this? And the second-hand component is from a trusted buyer because ofcourse he's my cousin, I also know how to check a component, benchmarking, stress testing and stuffs. For me, it's always better to seek opinions from others. Thank you for replying again. :)

Holy s**t, look at those prices! Looking at the h97 ones its still pricey! Brand new, the 4570 is listed around 8,800 so its a good deal (still, ask for a 500 discount!)

But the motherboards, such prices! One of the best mobos is the Asrock Extreme4 for the z97 but brand new its priced at ~7,800

Cooling the Haswell 4570 might be okay with the stock cooler (make sure your cuz also gives you the stock cooler!). Most of the reports of the Haswell heat issues are about the K (OC) parts anyway, but if you wanna get an aftermarket cooler one of the highly reviewed ones is the COOLER MASTER HYPER 212X @ ~1,650.
