[SOLVED] [Any Help Is Appreciated!]- Stuttering In Most Games Tried Everything

Hello Everyone!

I experience micro-stutters in most games, its not the game's engine since my friends have a smoother experience and on YouTube, people w/ the same rig have no issues.
It looks like when an area is loading or when I do a certain action, like in kingdom come deliverance, pressing E near an object every time i load that save an annoying stutter ( half a second freeze ) occurs or just randomly it seems when moving or running in those games.

Happens in:Kingdom Come Deliverance, Star Wars Jedi Fallen Order, Far cry 5, Witcher 3 ( when first loading game its bad and then becomes occasional), The Outer Worlds, CS:GO, AC:ODYSSEY, ETC...

**Doesn't happen(for some reason) in games like Rainbow6Siege, Bf1, Divinity Original Sin 1/2, COD:Warzone

ANY help would be appreciated!
I might have missed something or maybe I could use your help to look at some of my hardware tests?

NOTE: My 2 WD hdd's are slower than should be but I moved some of the games to an SSD without getting a smoother performance..

WHAT IV'E TRIED:

*Thermals OK w/ msi afterburner
*removed NvidiaExperience
*removed Oc on GPU and Ram(XMP profile)
*updated BIOS
*Have Memory-standby Running(clears standby ram)
*used DDU on GPU and updated windows
*i tried a suggestion which makes WD hard disks not go into idle by running a code with random number every few seconds, it worked for the OP but not for me..
*Power-plan options all favor performance
*Tried turning off Gsync
*Ran Malware-bytes and windows defender separately
*Made sure through task manager that there are no secondary tasks/software running during game-play

Well no one answered but i still hope people will stumble upon this in their time of need, so the issue was my hhd's were awful and 5 years old already..

bought plenty of ssd space( 2TB ), moved all my games there which took like 3 hrs but now they are butter smooth.



Also had a cpu issue with the temperature jumps and it reaching from 57 to 82 in a second was for some reason my mobo after updating bios, it put the vcore to 1.36... which is ridiculous for the i7 8700.



Changed to 1.2 and vccio to 1, standby 1.1 and one more setting which name I forgot.
