its a budget build of my friend,for office work

no display on monitor after power on,matter of fact the cpu fan does not spin at all,plus the cpu fan has a 4 pin connector while the CPU_FAN pin on the motherboard has only three pins,could this be the issue? but when plugging the fan cable into the SYS_FAN it automatically spins even before pressing the power button

i have a multimeter though can i test the motherboard using it?

Horrible PSU. Source(borrow, not buy) a reliably built PSU and see if that alleviates your issue.

Chances are that the motherboard could be dead.

Given the age of the system in question, I would ask where in the world you are located in that a similar system could readily be purchased as a business refurb for under $100 here in the States.

Another thing I am curious about given how little specific info I could find on that motherboard, are you sure it is compatible with DDR3L?

4 pin fan on a 3 pin header is fine, it will just run at full speed. The fact that it isn't spinning is worrying as some pc's wont boot without seeing the fan spin first.
