First I need to know what country you are currently living in and secondly I need to know whether you want to build the PC or buy one that's already built. Also I need to know if you want any software with the computer such as Windows 7 or 8.1.

It is slightly over, and you can go with a 280 instead of a 280x if you'd like. I also made sure you get a quality case. CPU cooler, and motherboard. you also get overclocking capabilities.

This is about the best build possible for around $650.
 
I have a pc right now but I don't use it reasons
its a dell OptiPlex 170l and it doesn't have pci e ports
its from the stone age
it cant connect to internet because its still thinks its a part of a school because its a school computer
I have a gpu the galaxy 210 gt but it doesn't fit
 
I'd say Sapphire is one of the top tier manufacturers. Certainly one I'd consider purchasing from (as I have in the past).
For me:

Tier One: ASUS, Sapphire, XFX, EVGA
Tier Two: MSI, Gigabyte, PNY
Tier Three: PowerColor, Zotac, Biostar, Jaton

I personally would drop the PSU to 550w, get a a better GPU, and a lesser CPU (you always want to spend more on GPU than CPU for gaming builds).
