Any ideas on how to remove this bloatware?

So, through my own dumb decisions, I managed to get heaps and heaps of adware and bloatware stuffed onto my computer about a week or so ago. Now, some of this (all of the adware and a significant portion of the bloatware) I've been able to remove on my own through virus-removal programs, task manager, editing file properties, and so on, but there remain two folders which I am unable to do anything about.

I know exactly where the problem is coming from - two folders, as mentioned before, in the AppData\Local folder, named "upaobsg" and "cohnurm". Any of the bloatware leads back to one of those two folders (usually the first) when searched through task manager and, from what I've done so far, they seem pretty annoyingly bulletproof. Attempting to access the folders will tell me that access is denied and the location is not available. I have edited the security properties and made myself the owner, but that has changed nothing. I am unable to end the tasks which they run in task manager, and attempting to delete the folder tells me that I need permission from the folder's owner, despite having made myself into that very thing. If I attempt to edit the properties of the files or folders in any way aside from compatibilities and security measures, it tells me that I do not have the authority to do so.

Furthermore, it seems to be blocking multiple anti-virus programs from functioning properly. MalwareBytes and many others cannot be launched on the computer, as I will get a message popup telling me that "an admin has blocked this app for your protection" even after completely disabling all aspects of Windows SmartScreen. What programs I have downloaded and successfully run have seemed unable to do anything about the two folders, as they always fail when trying to remove them.

Command prompt tells me that my access is denied when trying to delete the folders or adjust their properties, booting in safe mode gets me no new results, and the Windows reset options will run for a split second as "background processes" in Task Manager before closing down and accomplishing nothing.

I'm at the end of my rope here, and starting to get outrageously frustrated by the massive spikes of stutters that my computer will encounter every few minutes with these viruses running on it. If anyone has any idea of anything I can do outside of "scrap it and buy a new copy of windows 10", I'd be glad to listen.

If I were you, I'd back up my important data, format the hard drive and reinstall Windows 10. the license is tied to your motherboard and/or microsoft account so you can just install, login and get back to where you were.

Use a blank USB 4gb or bigger and you can make it with that then boot from it and install.
 
Solution
At this point, changing everything back (like registry and policy settings) after ferreting out and killing the processes involved is probably more time consuming than Rogue Leader's suggestion, and you still may be compromised..

If you already have or can create clean install media, you can try refreshing and see if you can fix your system that way. Otherwise, as Rogue Leader indicated, nuke it from orbit and do a complete clean install.
