Where are you based, you used a US link so i'll assume US.
If you're willing to spend $280 on an old system that you plan on replacing the psu anyways, might as well just build a new system, the newly released ryzen 3 3100/3300x have very good value and performance.

Otherwise, you can find a 7010 mt with a i7 3770 for ~$160-190 on ebay, granted no ssd or os, but windows is pretty much free and a 120gb ssd is too small nowadays anyways.

Power supply prices in the US are insane atm, due to tariffs, shortages, etc. If you're powering a 1070/1080 you'll likely spend ~$100 for a decent unit, prolly a bit more.
