Get the 9700K. You get two extra cores and it's only a $30 difference. No need to get the 8700K at this point.

You could also get a cheaper mass storage drive instead of paying $300 for an SSD and then put money into getting a better case. This might be what I would do on this budget:

That will be a better use of your money and it gives you a Windows license on top of that.

Gaming and streaming, you are going to want a Ryzen 7 2700/2700x, or an i9 9900k. The 8700k is going to suffer more, from dropped frames, on the viewer side. Given the price premium, of the 9900k, I would recommend the Ryzen 7. Ram should be in a 2x8gb config. It's easier on the memory controller, and for overclocking.
