I have an old pc: I want to upgrade it but I only have 500$ (CAD) what can I do

Cpu: AMD E-350 1,6ghz dual core
Gpu: Amd Radeon 6340 intergrated 1gb
3gb of ram
about 200w-250w psu

Would a gtx 1050 ti 4gb and a 8gb of ram would fix it: also a 450w psu.

I don't play latest games, I play games like Gmod, Tf2, Payday2, CoDWaW,Cs:s
