Any recommendations for a $400 gaming pc?

I already have the monitor, mouse, keyboard, etc. Just need the tower. My budget is $415.64 CAD (~$400). I just want to be able to run GTA V at high/medium settings or above. Thanks!

Edit: Forgot to mention, I also want to be modding it with RagePluginHook and LSPDFR.

I wouldn't go much lower in specs than this. Otherwise you wont be gaming much.
