Any steps that can improve streaming of TV shows?

I have a secondary desktop PC with an AMD 2400+ processor, a GeForce 6200 video card, and 1GB RAM running XP Home. The cable internet connection runs between 12 and 15 Mbps. The computer is connected via DVI to HDMI cable to a 720p LCD television.

The video is jerky when streaming TV shows, with slightly out of sync audio. This occurs at any time of the day. CPU usage goes to 100% when streaming. I have scanned the system, shut down background apps, had the cable provider verify their end, etc. Is this a true hardware CPU limitation?

Oddly, movie streaming from Netflix isn't bad.

Any steps I can take to improve performance short of replacing the PC?

It looks like a hardware limitation. Your Athlon XP 2400+ is pretty marginal for decoding 720p streaming HD TV shows as many use Flash as a container and Flash is notorious for sucking up CPU cycles as it does all color conversion and scaling in software on the CPU instead of letting your GPU do some of the work.
