Any suggestions on upgrading motherboard and os?

I have HP pavilion a6610in pc. I want to upgrade my pc specifications are

Well wow, the specs you linked to says this is a 1 GB RAM system. That means you;ll have to upgrade the memory before you can upgrade the OS. Why you would want to upgrade the motherboard itself, I don't know, because that may mean you'll have to upgrade your every component on the motherboard, which would imply that it'll be more cost-efficient to buy a new PC.
