Question Any suggestions to what my friend should upgrade?

So my friend says, that he wants to upgrade his gaming rig. He has already bought a new Power Supply to replace an old mustard/ketchup cable one. He plays a lot of CS2 and says that it feels like the game lags sometimes. What should he upgrade? I was thinking about the platform ( CPU + MB + AIO ), but do not really know if it is going to make much of a difference for him.
Any suggestions?

My idea :
i5-12600KF ( Cheaper than the non K version )
B760 Plus D4
Same RAM
Corsair 4000D Case
Same storage
Same GPU
Same PSU

If I were you, I'd opt in for a non-F, K SKU processor, then get a Z790 chipsetted motherboard. Would help you out when you have to deal with discrete GPU issues. You would also open the door to overclocking that K SKU processor.

How do you plan to cool the CPU? Got a link to the ram you're currently working with?

How old is the Corsair RM850e?

GPU is the weakest point there.
Upgrade it first.

Then ram - to 32GB.

Okay, what about the CPU? Is it still good? The RM850E is new, the CPU will use Corsair H100X. I do not really know what RAM he uses, but it probably is some cheap 2666Mhz ones.
