I already got a corsair k70 a corsair haarpon and a zowie 144hz monitor so I only need a computer rn I'm playing on a laptop whit 20 fps on lowest quality

well then the build I gave you should do you well.
solid parts. And will perform fantastically on any game at 1440p. You won't necessarily be hitting 100+ fps at 1440p with cranked up graphic settings on the newest AAA titles, but if you're like me and balance the settings to what looks good but isn't overkill you can easily achieve higher fps on average.
The 2070's performance is that of a 1080 more or less and of course you can go ahead and overclock it for more performance as well as overclocking the CPU to get more performance there as well.
You shouldn't need to upgrade anything in this system for quite a while, and even then, when you do go to upgrade something, depending on how long you like to wait, chances are you'll only need to upgrade the GPU.|
Just be sure to buy the parts from the retailers I selected for each one in the build list as this will result in the cheapest overall out of pocket cost after taxes and such. The retailer B&H doesn't collect taxes on the purchase unless you live in either New York or New Jersey.
This is of course all assuming you live in the United States.

Intel isn't better than AMD in general, depends on which CPU you get, but honestly, while a higher end Intel CPU will be "better" than any Ryzen CPU, you are also paying three times the amount for it.
Overall, you will not see any real improvement that is worth all that money when it comes to gaming.
And as more and more games become optimized to use multi threading on CPU's the more viable Ryzen becomes.

Keep in mind that I could go higher end with the motherboards for Ryzen but you end up paying more and I could go bigger in storage for the SSD and blah blah blah..... But I purposely chose more balanced components that do the job while not costing an arm and a leg, essentially trying to find you the best bang for your buck since you are on a budget.
Overall, if you just overclock your Ryzen CPU along with overclocking your GPU, you are only going to be left with a fantastic gaming experience that will last and you won't be disappointed at all with it and for either under your budget with the Ryzen 5+2070 or for an increased experience for a bit above budget with the Ryzen 7+2080
You can of course mix and match as well getting a Ryzen 5+2080 and such to your liking.
As it is, I currently have an i7-6700K with a 1080Ti both overclocked and I play new AAA games at high settings with average 100fps at 1440p and I'm completely fine and satisfied with that.
The Ryzen 5 I listed is a better performer than my 6700K overall so you would only be having a better time than me in that regard as long as you had a 1080Ti/2080 to go with it.
For 1080p gaming, a 2070 will do you more than fine along with the Ryzen 5 and that entire setup will save you money.
After any applicable taxes on that Ryzen 5 build I first posted, you would be sitting somewhere a little above $1400 for the build.
Overall, you will not see any real improvement that is worth all that money when it comes to gaming.

With this above build, you have to sacrifice a few nice things such as the PC case being downgraded to something a bit cheaper, shrinking the SSD to 120GB (which is still fine for using as a boot drive, just not as much left over room for random stuff) and sacrificing the AiO cooler and being stuck with the stock cooler that comes with the CPU (which is a decent cooler, just not gonna get you very far when overclocking is all) as well as a few other minor changes.
However, with an increase to your budget, you can have your cake and eat it too as the saying goes and get pretty much the exact build I first linked with minor changes.
