Intel Core i3-4160 3.6GHz
Intel HD 4400 1GB shared memory
8GB DDR3 1600MHz
Running everything on 120GB SSD
Windows 10 64-bit

I tried multiple options, so far the least stuttering I had is when I disabled in-game fps cap, turned on V-Sync, recorded with fraps at full size (I need to use full size because I'm using for HD footage on 1280×720, otherwise I would record at 360p) and also ticked Fraps' lock frame rate while recording, but it still stutters after 5 mins it becomes more and more present, after 10 it comes heavier. I'm recording a 12 year old game goddammit (Counter-Strike: Source) and I easily go over 60fps all the time (90-120 avg.) - sometimes it drops to 40 under extremely heavy situations like 64 players, huge map mods, explosions etc. so that's why I record at 30 fps

I just need anyone to give tips so I can try them, you may give your tip but I maybe did that already so I'm waiting for new ones!

You are doing software based encoding by using...
I believe you've just found the limit of an i3 using integrated graphics.

A second SSD so just the OS and swap can operate on one, and other programs/game on the other would help. A dedicated GPU at least as good as the integrated graphics or better (perhaps a GT730) would also help so you weren't using a portion of your system RAM as video RAM. All told, spending $100 might get you back to usable with your workload on the i3.

An i5, of course, would also show great improvement.

It's weird to think that such a responsive system can't record a game that runs very smooth when not recording. I'll get a GPU when I get some money, something like GTX 1060 when it comes out.

You are doing software based encoding by using FRAPS. This is taking CPU cycles away from the game to record. An Nvidia card with ShadowPlay support will make a huge difference. This will use the hardware encoding built into the GPU with almost no impact on performance.

That's nice to hear! Can't wait when the time comes so I can grab me some NVIDIA!
