So my GPU is getting a little hot for my comfort (above 160 Fahrenheit) and I was wondering if there was any way to fully manually cool the GPU down, like a bag of ice or something like that. I know this is a kinda weird question but whatever.

Solution
Even if you could do this -- and again, let me emphasize you should not do this at any point, for any reason whatsoever, throughout the universe -- you would need a nearly limitless supply of bags of ice because those bags of ice would very quickly become lukewarm water and then hot water.

As others have noted, your temperatures aren't even all that hot.
71C at load? That's practically arctic. My EVGA 980 Ti with the excellent ACX cooler sits between 75C and 78C under heavy load.
