Question Any way to use a USB flash drive as a persistent cache drive in W10?

By that I mean use it to cache a HDD. Not like ReadyBoost... I mean a persistent cache that retains data after the computer is shut down or rebooted. Something to make W10 boot faster, and oft-used programs load faster.
I know SSDs are cheap now, but so am I. ;) And I have a lot of flash drives laying around unused.
