This is my plan for my build but are there any ways to make it better/cheaper
https://pcpartpicker.com/parts/partlist/
Some of the parts may seem strange
Case: Why the 760T Black? The white one is 20$ cheaper! ---> I live in Japan so the black one is cheaper here.
etc.
Trying to decide what GPU to buy is frustrating. I prefer AMD cards and am torn between the 290 and the 390. Both are within my budget. Please help!!

Solution
Unless you find a very cheap 290 or 290X, then get the 390. It's more powerful, uses less power and has double the v-ram of the 290 and as the drivers improve the gpu has the potential to become better yet. However if you find a cheap 290X, then it's still a good gpu.

I'm sry I don't understand. If the link is not working,

CPU: i7-5820K
CPU Cooler: Cooler master hyper 212 evo
MOBO: Asus X99-A
RAM: Crucial ballistix sport 16gb
SSD: Crucial 256 MX-100
HDD: WD Green 1tb
Case: Corsair 760T
PSU: 600W Corsair CX
OS: Windows 8.1

GPU: AMD 390 or 290

CPU: Intel Core i7-5820K 3.3GHz 6-Core Processor ($378.99 @ SuperBiiz)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($26.98 @ OutletPC)
Motherboard: Asus X99-A ATX LGA2011-3 Motherboard ($239.99 @ B&H)
Memory: Crucial Ballistix Sport 16GB (2 x 8GB) DDR4-2400 Memory ($124.99 @ B&H)

For this build you could cut cost out by going to an i7 4790k on a Z97 motherboard and using DDR3 ram

You could also use a cheaper case and try other parts eg -

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor ($328.99 @ SuperBiiz)
CPU Cooler: CRYORIG H7 49.0 CFM CPU Cooler
