Any ways to turn flat poly model into 3D?

So this guy shared his cool 3D model with this flat version with it on DeviantArt, was wondering if that could be turned into an actual 3D model.

you need a bit more, second device + camera, when you take picture. OFC it will not have "back" a flat area, still its something to start it takes shitload of CPU to compute this

or a 200$ 3d scanner for smaller objects.
