I'm looking for a new monitor, but not anything more than 100 dollars due to budget right now. I'm looking for one that works with the gtx 1070 and preferably 1080p (or like 1600x900 resolution)
Monitors aren't GPU-specific (except sort of Free-sync/G-sync, but those won't apply for your budget), pretty much any one would work with your 1070.

Yeah, but my good monitor doesn't have the right cable for it and plus it's kind of small anyways so

^+1 - TJ's advice is good. I have a BenQ GL2250 which has the built in speakers (okay, it's not high fidelity sound - but for 100 bucks or so, they are perfect for my needs). 1080p and goes great with my GTX1060. Your not gonna get much better for a reasonably priced monitor.
I can vouch for this brand, I have 4 tvs from them and one one of my PCs I have the same gtx 1070 as you. Its a good card and runs my 50 inch 4K tv @ 60hz. Have a look at this, pretty good specs for a 24 inch.
