Anyone know much about HIS GPUs?

Has anyone here had any good experiences with HIS graphics cards? I found an unbeatable deal for an HIS R9 280 and I need to know how good HIS is for two specific things:
1. Are HIS coolers quiet?
2. How good is their customer service and warranty?

I have no experience with the HIs graphcis card. But I know people who have used it and encountered sound issues. It's a loud card.

Can't say much about their warranties as I haven't used them myself.

It should work fine, probably won't be the quietest cooler since it's similar to a reference design unit.

I'd suggest picking up a used 7950. Same card, different name. I saw a Gigabyte version going for $100 + shipping on the deals forum, which is a nice deal.

Thanks a lot! I'll just go ahead and buy the R9 280, maybe I'll remove the cooler in the future and replace it with that of an arctic cooler Xtreme IV

If the price for it goes up, I heard that the 270x and the 265 are the best budget choices (apparently the 270 isn't).
