It's easy enough to figure out if you just look at the pattern, and eliminate anything that means nothing. Took about 2 minutes w/ notepad and google. That said, I'm not doing the work for you because that's part of the fun.

my first guess would be two binary codes, interlaced? remove all 3's and 2's and translate the 1's and 0's then do the same for the 2's and 3's. Just my elementary guess.
