what's happening? when does it run? you can use AutoRuns to look at what gets launched at login and stuff. scan for virus and malware first
It just pops up out of the blue 2-3 times a day. I just ran autoruns and didn't see anything with that icon. I will wait till it pops up again and then run.

Thanks!

C:\Windows\System32\cmmon32.exe
and
C:\Windows\System32\cmstp.exe
have that icon (or a very similar one).

Descriptions for the files point to something called the "Microsoft Connection Manager". That should be a starting point for you if its the same icon as you've shown.

Description : Microsoft Connection Manager Monitor

Company : Microsoft Corporation

Notice: Windows Error CMMON32.EXE happens when your operating system becomes misconfigured, important system files go missing or get damaged. This is a common problem with computers that don’t get maintained regularly. Eventually the system becomes overloaded with problems and begins to crash and display errors.

Sure, the file might be something else, but I would run the below and check windows out

right click start button
choose powershell (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth and press enter
SFC fixes system files, second command cleans image files, re run SFC if it failed to fix all files and restart PC

The other file mentioned by Gardenman sets up a profile for the connection manager monitor

or it could be this: https://www.pcrisk.com/removal-guides/12181-chrome-exe-virus
