I am trying to figure out if my CPU is thermal throttling, but was unaware how to do it until I saw a video from linus tech tips, but they cut straight to this image without saying what program it is.

You probably find there are way more sensors on a Ryzen compared to that CPU

Power reporting deviation - https://www.hwinfo.com/forum/thread...er-reporting-deviation-metric-in-hwinfo.6456/ - i know you didn't ask but if you get hwinfo and see the red number you bound to ask. Its normal. Values only matter if recorded at full load, anything below that is meaningless.

Indeed. I am a bit lost. Which of the three thermal throttling indicators on your image (which is exactly like mine) should I be watching to see if they turn "yes" when i run the stress test on my new CPU? HTC, CPU, or EXT?

CPU HTC - Hardware thermal control

Prochot = Processor hot. its a signal sent from CPU to show its throttling
Prochot CPU may only be sent from CPU
Prochot Ext - If only PROCHOT EXT is asserted, it means it wasn't the CPU that is overheating, but some other component (most likely the SIO or Embedded Controller) that issued this signal.

which to watch? all of them? i don't bother.
If PC running warm, fix cooling system.
