Question Anyone knows about this RX580?

Looking for some RX580 i found this:

The auction is ended, but is first time I look this GPU.
Extra question is necessary PCI 3.0 for RX 570?
Because my GPU (HIS RX 570 IceQ X OC 4GB) can't run my CPU is a I7 2600k. Or I need to change for a Ivy Bridge CPU to enable PCI 3.0 (Biostar TH67+)???

Can't speak to how gfx cards are marketed and sold in Japan, but here in the US, that would be considered a fake.

There should be no reason that RX 570 won't run on a PCIe 2.0 board. PCIe is a backward compatible interface.
