Question Anyone knows how to fix this?

Pc is doing weird noise turning on and off and the PSU fan not spinning and no display but turn on and off repeats after some time the pc starts to move fast like real loud and the repeat process is stopping but still no display.

G31 Motherboard No GPU LiteOn 550W PSU and stock intel E33681-001 CPU Cooler with core 2 quad I think. (sorry for late reply)
