I recently built a gaming computer and I just got $500 so I was wondering if I should by anything new. There are a few times where I see my computer lag.

Components:
FX-8320
Asus Sabertooth 990fx R 2.0
coolermaster hyper 212 evo
8 gb gskill ripjaw x 1866
evga gtx 970 SC
evga supernova 750w gold
samsung 250 gb ssd
wd blue 1tb
NZXT Phantom 001 black

I was thinking of maybe getting a higher CPU to compensate for the graphics card and deccreasing bottlenecking, but I didnt know if the Hyper 212 evo was sufficient as I know the 8350's and higher tend to run hotter. I was thinking of getting a corsair h100i along side the new cpu which i could do but i wouldnt if it isnt necessary. Please tell me if there is anything else to help with performance or that i could just upgrade.

p.s. Im running windows 8

There's really only two upgrades that would make much of a difference.

A) Buy a 9590 and an AIO water cooler with at least a 240mm radiator

B) Buy a 4790K and an Asus Motherboard. I would personally recommend the Maximus VII Hero

Past that, putting a water cooler on your 8320 and overclocking the hell out of it is the most cost effective option.
I don't think you can really upgrade to a much faster amd cpu. If you were going to overclock that cpu then I might consider the h100i (the 212 evo likely won't handle much of an overclock on that cpu). I would overclock it and add a better aftermarket cooler rather than actually upgrade the cpu - the differences you would get would be minimal at best going to a 8350/8370/9xxx and all you'll be doing is getting a hotter chip in the 9xxx series (not to mention the cost - for that you may as well consider intel).

This is why I suggest either the better cooler ($85 for the h100i) and overclocking what you have) - for $85 and some time swapping coolers and setting overclocks. Or like Gam3r01 suggested, moving to intel. You could keep the evo and still get a moderate overclock on the 4690k. Don't get too hung up on the cpu speeds, the 9590 is at 4.7ghz but they don't translate the same across platforms comparing amd to intel. Intel's run faster at slower clocks.

This is just to give you a reference point. Just keep in mind that switching to intel will mean reinstalling windows (not a big deal, just avoiding any surprises).

In theory you could do as suggested and switch over to the intel platform, but unless you have someone who wants the amd cpu and mobo and can get some of your money out of it i don't really see the point. Basically overclocking the CPU would be the way to go, possibly making sure that the SSD has been updated to the latest firmware so the issues you are experiencing are not caused by the data problems that the 840 evo has. Samsung has a fixed firmware for it though so just doing that update might help.

If money is not an issue, you can go for the 4690k.
What is your resolution?

If money isn't a problem then I would say buy the 4790K and Maximus VII Hero motherboard, as it'll make the biggest difference. It'll cost $500 though, close to $600 if you decide to get a water cooler for it. I would just OC the 8320 for now and buy a Broadwell i7 since it's only 2-3 months away from release right now.
