Anything other than 60 fps looks like 20fps.

Problem: Whenever I run a game with vsync disabled, it looks like I am only getting 20 fps when I am actually getting 100+. Similarly, when I do have vsync enabled and I drop below 60 fps, even if I am playing at 58 frames it also looks like I am only playing at 20 fps. This makes it seem like a massive stutter if I dip below 60 fps even just for a second. It doesn't look like I have any screen tearing when this happens

More Info:

  • i5 7500 (stock)
    16gb 2400MHz DDR4
    Zotac GTX 1080 mini
    LG 29UM59-P (60Hz 2560x1080)
    HP 23" Monitor
    Thermaltake 650W PSU
    GPU, and CPU are verified to be working normally based on timespy and firestrike results
    Nvidia Control panel settings are default except "Prefer Maximum Performance"
    Temps are well below maximums
What I've tried:

  • Different monitor
    Different Cable
    Disconnecting one monitor and trying one at a time
    Reinstalling Windows
Games I have been playing lately are Destiny 2, Farcry 5, The Divison and The Witcher 3. Let me know if any more info is needed. Thanks in advance
 
Are you playing in Windowed mode? In Windowed mode, you get a form of V-sync with triple buffering automatically. But it works more like OpenGL's version, where you can have high FPS, but it simply ignores them, rather than stopping the production of frames.
