This list consist of components with better quality.

1. PSU should be most important part of the build as all other components will be attached to it and if PSU fails there is great possibility of other components failing as well. Choosing White Certified PSU for this expensive build is very bad. Minimum Bronze rated or even better recommended Gold rated PSU should be your priority.

2. 128GB SSD will not sufficient for gaming. Minimum 250GB SSD is recommended.

3. DDR4 RAM you listed din not include the capacity(probably you forgot to mention it). 16GB is enough for gaming and general usage.

4. You are missing CPU cooler which I included in the list.
 
For only OS and Essential software it will be enough but as you plan on use this PC for gaming I highly recommend going for 250GB SSD and running the games on SSD as that will improve your gaming experience a lot. I still recommend 250GB SSD but decision is yours.

i7-8700a and GTX1080Ti combo is around 45% more powerful than i7-8700K and GTX1070Ti combo which is a huge gain in performance. Completely worth it.

If RAM is excluded from the budget then this is what you get.

Not compulsory. Water-cooling is more of aesthetic priority while I have to quote that it does out-perform any Air-cooler if you go for high end AIO. I usually recommend AIO for RGB Builds or other high end builds like X299 platform builds where water-cooling becomes more efficient than Air-cooling.
