Anyway to format USB flash drive as exfat or NTFS on Android without PC ? becouse I don't have PC now .. and I want to copy some file large than 4gb and I can't do it with fat32

Yes, you can use exFAT or NTFS on USB sticks/drives and Android devices with an app from Paragon, a pretty well known file management program company, but the downside is that it is not free. See HERE.
