AOC 22inch LCD powers on then off

Hello all, I have a AOC 22 inch Monitor model 22LVWK this was given to me by my sister she was gonna throw it out nice monitor with built in speakers has DVI and VGA, when I plug it in it turns on for about a 2 seconds then powers off, I press the front power button and it does the same thing, a friend said it could be the power supply.
would like to know what you guys think it could be and is this an easy fix,.. I called around a few tv repair guys and they all want $25 to $35 dollars to do a diagnosis and if I want it fixed it could cost me me up to $150, I am hoping to find a cheap solution maybe DIY for $150 I would just buy a new one

any help is greatly appreciated

Those "repair TV guys" are thieves, that monitor costs $100 new.
You need to find an honest electronic technician, the diagnosis can be done in 5 minutes and he shouldn't charge you for it, the repair shouldn't cost more than 1/3 of the total value of the product, so around $25-$35.
