AOC G2460F Won't go 4:3 black bars CS:GO

So I just got this monitor and it's great in every aspect, besides the fact that when I go into image ratio inside of CS:GO, it will only let me select 4:3 1/20 times, leaving me have to keep restarting my game until it works. I have my AMD Radeon settings all set to Preserve Aspect Ratio, I have the monitor drivers installed. I would assume this would already put me into black bars, but it puts me stretched instead. So I just do what I did on my old asus, go into image ratio and switch it to 4:3, only problem is, the only options are 4:3 scaled down to a 17 inch display or a 19 inch display, not just 4:3 scaled from the 24 inches the monitor is. I just have found this very frustrating and wanted to ask the community if they have any idea why this is happening. I have searched everywhere else, and have even tried creating custom desktop resolutions to see if that would fix it. Anyways, if anyone has something I can try, please reply.

Go to AMD Settings and make sure GPU Scaling is turned on. Setting the scaling mode to "Maintain aspect ratio" won't do anything if scaling is turned off.
