AOEII fails to start

Just got a new pc, but the game won't run on it. I ran the DirectX diagnostic on the game cd, and it said:
1. The file ddhelp.exe is missing!
2. Several files (dxapi.sys, d3dim.dll, d3dramp.dll, etc.) are old versions, which could cause problems.
3. The file vga.drv is uncertified, which means that it has not been tested by Microsoft's Windows Hardware Quality Labs. You may be able to get a certified driver from the manufacturer of the hardware device.

I'm running XP Pro, have all the newest video drivers, and DirectX 9.0b.

It seems there are a number of other people who have posted the same or a similar problem here. But the solutions given seem inapt.

What's the story?
