Aorus 2080 Issues

My Aorus RTX 2080's usage is only hitting around 40% in every game I play. The core clocks sporadically jump around from 1250-1700 Mhz in game. I was just running a 1 monitor setup and have recently got a 2nd monitor. When the 2nd monitor is plugged in I am only getting 60 FPS in game with random FPS drops into the 30's. My hardware is more than capable to run both the 144Hz monitor and the 100Hz monitor. My temperatures are extremely low for both CPU and GPU.

My hardware:
CPU: I7-8700 K
GPU: Aorus rtx 2080
Motherboard: Asus prime Z370-A
16 G's of ram
650 watt power supply
Kraken for CPU cooler.

I believe my hardware should be able to run both the monitors. My main monitor is the asus PG 348Q. 100Hz, IPS, 1440p
Secondary monitor- pixio PX277. 144 hz, IPS, 1440p

Everything works perfect in Unigine heaven. I just don't get it, it is not translating into games.
Yes all drivers are up to date. I have updated everything to latest versions. Any assistance would be greatly appreciated. Trying to get gigabyte to help has been a nightmare.

60 and 30FPS lock sounds like you have the VSync active, turn it off!

If it is off, check the monitor configuration in the games. When I got my 240Hz monitor last summer, I couldn't get its G-Sync to work with Battlefield 1 and it was driving me nuts: Maximum FPS was configured, G-Sync active, the desktop was noticeably being run at 240Hz... And then I found that with the resolution you can pick the Hz. It was set to 1920x1080@60Hz!
