Question Aorus B450 Pro Wifi VGA light

I've recently upgraded my motherboard to an Aorus B450 Pro Wifi. I tried to install my radeon 5700 but the VGA light comes on everytime I boot up the PC and nothing is displayed on the monitor. I've tried reseating the GPU, and that did nothing. I tried using another slot on the motherboard and that did nothing. I even tried an older GPU I have in every slot, and again, nothing. My initial thought is it could be a bad psu, but my psu worked with my previous motherboard and the same graphics card. Also, the fan on the card will turn on when my pc turns on, so it seems like power is still reaching the card. Any help would be appreciated.

I don't have another system on hand, but like I said I have another GPU that also worked fine but has the same issues with this new motherboard

The box says it has "dualBIOS" is that what your talking about?
And it should support the 5000 series

Truly thank you for your patience with me, but I kid you not, I just turned it on again for maybe the 30th time, and it worked. And I tried again and it worked again. I think I'm out of the PC building game cuz this is pretty confusing.
