Aorus Gaming 5 Motherboard No Power

I recently decided to do a partial upgrade and got my hands on a new motherboard,processor, and ram.

My current specs are:

(NEW)
Motherboard: Gigabyte Aorus Gaming 5
CPU: Intel i7-8700k
CPU Cooler: Noctua NH-D15
Memory: Corsair LPX 32GB (2x16GB) 3200MHz

(Kept from previous build)
Case: Fractal R5
GPU: EVGA GeForce GTX 1070 FTW
PSU: EVGA SuperNOVA 850 G2

The only time the motherboard had shown any sign of power was the 1 second the lights flashed when I plugged in the 24 pin. After the initial flash, there have been no signs of power at all.

I have tested with and without every part installed and cannot seem to find the cause. This is also my second board as I had returned the first one thinking it might have been DOA.

Any help is greatly appreciated!

Yes and no. The first thing I tried when I got my hands on the motherboard was try to power it on its own and nothing else. I plugged the PSU to the wall and the 24 pin to the motherboard and the only response was a half-second flash of power. It has not lit up since then.

I thought it might have been my PSU but I plugged in my old motherboard and it powers just fine.
