Question Aorus Gigabyte 1080 Ti turns on but fans & LEDs not working ?

So I recently purchased a 1080 TI, and upon originally running the card, everything was working fine. The fans and LEDs would turn on, and it'd work as normal. Now a few days later, the card will turn on and I can boot into windows just fine, but the fans and LEDs will not turn on. I checked the two power indicator LEDs where the card is plugged in, and one of the LEDs will not turn on. I've tried using a different power supply, reconnecting cables, using new PCIE cables, and to no avail. Not sure what's wrong with the card, any input would be appreciated.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please parse your specs like so:

OS: version(not edition) of Windows 10, assuming you're on Windows 10

Include the age of the PSU apart from it's make and model. What GPU were you on prior to the GTX1080Ti? Can you confirm from your seller if it was used for mining, if it's been used? As for your motherboard, can you check and see what BIOS version you're on at the time of writing?
