Question Aorus z790 elite ax PCIe issue

Hi, I recently decided to build up a new pc. So i got:
Motherboard: Z790 Aorus Elite AX (DDR5 version)
CPU: i7-14700K
Ram: Gskill Ripjaws S5 6000mhz 16Gbx2
PSU: Thermaltake GF3 750W
Cooler: Noctua NH-U12A
Chassis: ASUS TUF Gaming GT501
Monitor: LG 24GM77-B 24" 144Hz
I decided to keep my previous SSDs (both Sata and M2) and the GPU, Asus DUAL-RTX2070-8G-EVO. I had a previous rig where that GPU is working fine (with display port cable). After the assembling, i noticed that there was no signal on the monitor. So i tried to put out the GPU, inserting the DP cable directly in the mobo. The signal was ok. I tried to put the GPU on again leaving the DP cable in the mobo, and via BIOS i noticed the GPU was not seen (PCI-E 1 N/A). I tried with an old Gigabyte GV-N520SL-1GI and I had the same result. Putting it on another PCIe slot x8 gives always the no signal problem, but the BIOS saw the card that time. I don't know if there is some configuration in the BIOS I missed, the built in version is also quite recent (06/2023). I also noticed that in my previous rig both fans of the GPU immediately start to work, in the new one only the one far from the power supply. Do I have to assume the PCIe x16 slot is not working at all?

Please take note of the PCB's revision on the board before you flash the BIOS to the latest version, if you see your BIOS is pending updates. Clear the CMOS by removing the battery for 30 minutes(after the system has been disconnected from the wall and display).

I'm assuming you migrated the OS drive to the new build. If so, did you reinstall your OS after the migration?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
 
Bios version is FD.
OS is Windows 10 x64 on a Samsung MZ-V7E1T0 970 EVO SSD. I kept the previous installation.
Every part is brand new except the SSD, GPU and monitor.

As I understand it, you simply moved the old boot drive and Windows installation to the new motherboard/CPU.

That's about a 6 generation difference.

Most here would tell you to do a clean Windows installation. You might get away with the old installation at least temporarily, but later develop issues.

Your current problems may or may not be related to this old installation being put on new hardware.

It's up to you whether or not to keep fighting it or give up and go with a clean install.

I don't think Windows it's the issue, the problem occurs also if I start the pc without any ssd connected. The problem is the video signal is ok with the cable in the motherboard but not in the GPU. With the cpu integrated graphics windows runs correctly. If I use the Gpu I just don't see anything on the screen (no signal)
