apparent c2d e7500 bottleneck with 9800gt

So, i play games like Far Cry 2, Black Squad, Payday 2, and Rocket League, in all of them, my gpu is usually at 55-80% usage, I have very frequent stuttering, specially on Far Cry 2, as well as nearly always 100% cpu usage.
specs:
Core2 Duo E7500 2.93GHz
ASUS P5QPL-AM
4gb 800mhz DDR2
EVGA 9800GT 1GB
Astec 500W PSU

This clearly looks like a CPU bottleneck, but why? Every forum I see people say this system should work fine. ;(

Oh, other thing to mention, I play on 1360x768 resolution.
 


the ram does indeed seem short, and, i know, horribly old cpu, but i see people with such systems, some even with 2gb, smoothly running these games, even with older, lower perfomance cpus.

the thing is, could there be any problem related to unseficient power, overheating, software issues etc. ?
 


So, I was just playing Payday 2, and this was what I got:
Cpu temp - up to 80oC
Cpu usage - up to 80%

Sorry about confusing the cpu usage on the thread, but anyways, when I used Win7 (before not too long ago), I had normal usage on the cpu, usally getting in between 85-100% usage, this started happening after getting Win10. Could it be a compatibility problem? oh, and i only use MSI Afterburner for these results, they're actually the same as in the Performance tab of the Task Manager. Would you have any suggestions on other apps to use for benchmarking temps and cpu usage?
