AppData/Roaming Deletion Causing Issues

I was deleting some files/folder off my SSD. I stumbled upon AppData/Roaming folder and seen that it had 15gb+ of data. I read somewhere that it was safe to delete this, so I did so without any hesitation. Idiot. Ever since I deleted this folder, many programs have started acting up. Google Chrome no longer seems to remember my settings, and refuses to keep me logged into any website I visit - it also fails to store passwords and other information. I tried downloading an alternative browser (Firefox), but the same problem persists. I've tried deleting & re-installing the programs I've been having problems with, but this has not solved the issue. Whenever I open a program, regardless of how much I've use that program, it always acts as if its its first time being used. Does this make sense?

Any help would be appreciated.

Edit: I also cannot recover the appdata/roaming folder, as I emptied the Recycle Bin.
 
Your appdata folder is what keeps all your program's settings and temp files. You can get a file undeleter. Like this one: https://www.piriform.com/recuva. Do this as soon as possible because some files cannot be recovered after time.
