Can your Ipad show your position on map feature if in range of a Wifi signal BUT without a password to that Wifi? Can google Maps work ect, if you are or not near a wifi signal and without/with a password as well?

If this iPad doesn't have network service, then google maps won't function.
If you have an iPad with cellular capabilities then that iPad has a GPS receiver and you could determine your location from the GPS. I don't think a valid SIM is required for the GPS receiver to function. It is just part of the cellular receiver hardware chip.

As stated you need something that has a internet connection to actually load the map itself..and all the advertising :). Many years ago there were apps that would load road maps into the end device itself but pretty much those are all dead since google maps etc gives it away for free.

What is now unfortunate rather than just use GPS google and other data collector have started to collect lists if wifi signals near you when you are using their apps. So they are in effect doing what was called war driving many years ago. They have in effect mapped every SSID they see to GPS coordinates which is how they can very precisely geolocate people who do not have GPS in the device they are using. So even if you only connect to your own wifi in your house some other person has given companies like google your location. I am starting to see why the tin foil hat guys think you should use hidden SSID.
