Apple Macbook Air 2011 13in Replaced fan, doesnt turn on

So my friend took his macbook replaced the battery and fan and now it doest boot, the fan will spin for 1 second before turning off again with everybutton press. Doesnt matter if its plugged in or on battery.

where did he get it replaced? and if apple did it, i would take it back.
