Application Blocking GPU, PLEASE HELP =(

ERRORS:
-On FF14 and Overwatch
"application has been blocked from accessing graphics hardware"
-On Monster Hunter World
-D3D device was removed due to DXGI_ERROR_DEVICE_HUNG
also the first error listed. (solved, for now with under-clock by 200)
-Total War Warhammer 2
Sometimes freezing, everything goes super blocky then comes back after 10 seconds, no crash.
-Heroes of the storm (I actually dunno if its just Heroes having crap optimization and sound driver integrations) but absolute lag and frame drops.
Games I can play successfully:
Divinity original sin 1/2, Warhammer 40k Gladius, and leagues.

System:
EVGA 1080TI Black
CPU:i7 7700k Liquid cooled
MSI Carbon Gaming Board 370X (I believe)
16 Gig 2 stick Corsair Ram 2600
EVGA Plat rated 800 PSU

Things I have tried:
-DDU and manual install of new drivers.
-Fresh windows install.
-SFC + health check and tune up
-GPU check at shop, ran through most extensive passes and over preformed
-Win10 Check on memory, clean
-Global Vsync off
-Under-clocking GPU (stabilizes some games, not all)
-Regedit Extending the wait period to 10 Sec on Tdr
-2 seperate PSU cords for the 8 and 6 pin power connector on GPU-Cuda set to only GPU-Physx set to only GPU
-Monitored PSU W/V, no drops and constant supply.
-Monitored all temps, highest was gpu at 80 while running MHW.

UPDATE
Intel Rapid Store Technology was not a program listed, so obviously the program itself was not the issue.

I will repost/delete or Confirm that as a fix once I find out...

^Anytime you get an error like this it's usually a problem with the DirectX files the game needs either not being installed, or being corrupt. Go to the directory for each game and look for a redist that might have a DirectX exe to reinstall it.

First I would make sure you have enough free space on the drive they are installed on, and that it's defragged if a HDD. The two combined are what can cause system files to get corrupted.

Although wouldn't reinstalling the game do it? In terms of overwatch, ive reinstalled 3 times, FF twice, and MHW once. always errors after.
