Applications crash and artifact when running low on memory.

So I recently noticed that whenever I start reaching around 85% of my total available memory, the applications using the most of it crash and start producing visual artifacts on the application windows. This has not happened before and I've owned the build for 4 years now. Can I be certain that this is a ram issue and not a PSU or some other kind of fault?

I will be buying a multimeter tomorrow to test my PSU just in case.

Useless and unrelated post to my question. The processor supports the memory that I am using, you listed the maximum available memory speeds for the processor.
